Regarding bike motors. Where do i get them installed? And why do people install disc brakes? Does it make them stop faster? If i brake hard will the wheels lock?

Installing bike motor is illegal so i won't condone it. Disc brakes are for stopping faster due to the ability to optimize braking traction through superior modulation over veebrakes.
Yes, if you brake hard, your wheels will lock.

hmm. Anywhere to mod my bike's vbrakes to a disc brake? Whats the max speed a bike can go via cycling? i think theres something wrong with my bike... my chain is rusty and that.. How much does it cost for the disc brakes and for a chain?

vee's and discs are like two completely different things..
if u hav a vee brake and get a mech disc brake then u can use ur existing lever and cable but... i have a mech disc and i bought it at $100
hydraulic disc brakes are the same as mech discs but use liquid to push the calipers rather then a cable so theyre are a lot more touchy, offer better control for like manualing and stuff and iin my opinion more powerfull too
a chain differs depending on what type of bike ur riding..
if ur singlespeed with vertical dropouts ull probly want a halflink chain as it offers better tensioning- usually aorund $40ish
geared hubs (7-8spd) will require a standard mtb chain- arnd $30
for 9 speed cassetes you will need a special 9spd chain, they are thinner then standard chains to fit the thinner teeth of a 9spd cassete- usually around like $40 im not so sure on this one

hmm, anybike with a gear ratio of 2.5:1 can hit 33km/h. 36km/h constant takes months of training.
